As an intellectual nation, the health system in Holland is successfully performed in daily life of Dutch people. In 2009, Holland ranked first in health care system among big nations, such as The United States, Australia, Canada, Great Britain, Germany and New Zealand. ‘The healthy and well Netherlands’ is the motto of the Ministry of Health, Welfare and Sport (VWS). Dutch government offers health services and gives healthcare allowance (zorgtoeslag) to young people under 18 years old and low- economic- status people. While, for affordable people are charged to pay the health insurances. In addition to free services, there is Algemene Wet Bijzondere Ziektekosten, a general law carried out effectively in 1968 and talking about exceptional healthcare costs. This law is applied for long- term treatments for elderly, dying people, and mental illness; including permanent hospitalization and health kits. For short- term treatment, the payment is financed by taxes, out of pocket payments, insurance packages, and the help of government which covers 5% of the fee total. This kind of health system is quite intricate to do if there is no teamwork between the involved sides. But, in Holland itself, there is teamwork among all people for maintaining good healthcare system. The effectiveness of health is supported by the Dutch government, Dutch people, non- profit organizations, and private companies. Creativity and self discipline are the main keys to achieving the health success. Creativity is chosen because it is very important to create interest and influence people to do something. The government in arranging the health system needs creativity, otherwise, the system will be disobeyed by the people because they think it is unnecessary for them. Not only in regulating the rules, creativity is also important in promoting the health system. Health is not only curative, but also preventive and promotive. That’s why; creativity is very needed to create a good health system. When the rule of health is applied, Dutch people must take a part in everything, such as regularly paying the insurances. Dutch people are discipline, because they know that whatever they give to the nations, it will be back to them. They realize that the goodness for the nation is the one for them. Out of obligation, Dutch people also have rights to choose health insurer (zorgverzekeraar) and change companies every year. Another benefit they can get is that insurances cover all general medical care (for instance, visiting the doctor), hospital stays, prescription medicines, dental care, and other various appliances. The municipal health service (Gemeentelijke Gezondheidsdienst) is placed to cover all aspects of children’s growth and development from 4 to 19 years. Accident and emergency (Eerste Hulp Bij Ongelukken) is available for emergency services line. Holland also has a good record in prenatal care and safe childbirth. These all are done by the Dutch government with the participation of Dutch people for maintaining the health system of nation.
